a vow of silence?

When people take a vow of silence it is often for religious purposes, act of penance, spiritual journey, or as an act of protest, pledging not to speak until demands are met.
Have the citizens of Trinidad & Tobago taken a vow of silence, a personal pledge to refrain from speaking out against gang violence, crime, corrupt politicians, corrupt police officers, known drug dealers, and known gang leaders? The common practice in T&T is if you see something, say nothing. Say nothing, because the police are incompetent, the justice system is horrible, and the government is corrupt. Because of this criminals are left to continue their trade without fear of being caught and brought to justice.
Until changes are made in T&T I do not foresee the citizens breaking their vow of silence. Unfortuanley taking a vow silence will not protect them either. The murder toll as of July 15, 2009 in Trinidad and Tobago according to the trinidad express now stands at 298.
